The American Civil Liberties Union Foundation (ACLU), founded in 1920, is a nationwide, nonprofit, nonpartisan organization with more than 500,000 members dedicated to the principles of liberty and equality embodied in the U.S. Constitution. The Center for Justice of the ACLU’s National Office seeks a full-time Fiscal Policy Analyst. The Analyst will be based in New York, NY or in Washington, D.C. The position is for one year with the possibility of extension.
OVERVIEW
Through its affiliates, members, and national staff, the ACLU has a presence in every state across the country. Each affiliate works with its state’s legislature and policymakers to further the protection and advancement of civil liberties.
The Center for Justice’s Initiative to End Overincarceration seeks an end to excessively harsh criminal justice policies that result in mass incarceration and stand in the way of a just and equal society. The Center for Justice also seeks to abolish the death penalty, reform our criminal laws, ensure conditions of confinement are humane and constitutional, and improve the criminal justice system in all other aspects.
The Center for Justice partners with the Advocacy and Policy Team to work with ACLU state affiliates and chapters throughout the country to develop effective policy and legislative strategies at the state level to end overincarceration. Priority work includes reform of state pre-trial systems, drug laws, sentencing schemes, and parole and probation policies.
The Center for Justice seeks an Analyst to conduct fiscal analysis of proposed and enacted state criminal justice policy and legislation. The Analyst will work closely with the Director of the Center for Justice and Advocacy and Policy Counsels and Strategists affiliated with the Center. The Analyst will perform fiscal impact analyses, cost-benefit analyses, or other economic analyses on proposed or enacted state policy and legislation that further the Initiative to End Overincarceration.
ROLES AND RESPONSIBILITIES
Working closely with the Center for Justice Director and Advocacy and Policy Counsels and Strategists, the Analyst will:
- Conduct fiscal, budget, and/or cost-benefit analyses of proposed and enacted priority criminal justice legislation using appropriate analytic methods;
- Develop written materials, e.g., reports, briefings, and research memoranda detailing results of above analyses;
- Prepare and deliver presentations on results of analyses at meetings and conferences,;
- Identify opportunities where fiscal, budget, or cost-benefit data can assist the passage of priority legislation.
- Compile and distill other statistics needed to support priority legislation.
- Participate in the planning and development of Initiative to End Overincarceration policy projects; and
- Assist on other projects as necessary.
EXPERIENCE AND QUALIFICATIONS
Applicants must possess the following:
- A graduate degree in economics, public policy, business, or a closely related discipline.
- Strong quantitative skills and substantial experience with fiscal, budget, and/or cost-benefit analysis.
- Strong skills in statistical analysis.
- At least two years work experience in a budget, fiscal, or cost-benefit related position preferred.
- Demonstrated ability to communicate information to a variety of audiences.
- Demonstrated knowledge of criminal justice issues, particularly pre-trial, drug, sentencing, parole, and probation laws.
- Ability to work on multiple projects effectively and efficiently and to work both independently and collaboratively, while meeting deadlines.
- Strong writing ability and verbal communications skills.
- Strong commitment to civil rights and civil liberties issues.
- Willingness to travel occasionally.
