Job Description

Background

Major shifts are occurring in the economic, political, environmental, and social contexts that determine whether and how progress is made on sustainable human development. Continued economic globalization presents a tremendous opportunity for improving the wellbeing of all on the planet, but also brings heightened challenges related to inequality and volatility. Many countries in the ’south’ are growing in economic and political power, and are challenging existing global governance structures. Environmental challenges – including climate change, biodiversity loss and global ecosystem degradation – have economic and social impacts, too. Risks of instability and conflict may increase, prompted by dissatisfaction with political systems and lack of opportunities for young people, and be exacerbated by increasing tensions over natural resources. Changing patterns of demography, migration, urbanization, and development cooperation, along with new technologies, impact for better or worse on development as well.
While a core agenda for UNDP in the years to 2015 will be to help countries to achieve the Millennium Development Goals (MDGs), the post-2015 development agenda and the post-Rio+20 agenda reflect this changing economic, political and environmental context so that human development gains can be sustained and accelerated.

This new position of UNDP Chief Economist is being created to strengthen UNDP’s intellectual leadership on economic development issues within the broader framework of sustainable human development. The Chief Economist will lead a small policy unit and will be expected to:
  • Provide forward-looking analysis and identify economic and other related development trends to help UNDP advance high-quality policy support on local, national, regional and global economic concerns.
  • Strengthen UNDP’s contribution to global development policy debates of strategic relevance to the organization and thereby be part of shaping UNDP’s positioning in key global processes and conferences.
  • Ensure all advice and analysis draws heavily on practical development experience.
The position will be based in UNDP’s Bureau for Development Policy (BDP), reporting to the Assistant Secretary- General/Director of BDP. The Chief Economist will contribute to economic policy activities across all UNDP’s bureaux and offices, including regional and country level units.
The Chief Economist and the associated Strategic Policy Unit will work with resources and capacities across the organization, including UNDP’s network of economists across regions and countries. She/he will also develop working relationships with other UN multilateral, and bilateral organizations – including specialized agencies, the UN’s Economic Commissions, UNDESA, and International Financial Institutions – and engage with academia, programme countries, civil society and private sector.

Duties and Responsibilities

The Chief Economist will be responsible for:
  • Strategic policy advice: advising UNDP senior managers on emerging and long-term economic trends affecting sustainable human development, and their policy and programmatic implications.
  • Intellectual leadership on applied research and policy development: leading high-quality and relevant development economics research, providing forward-looking economic policy advice and strengthening human development approaches and tools – for application at national, regional and global levels.
  • Collaborating with key external partners: collaborating, as appropriate with UN system organizations and International Financial Institutions, multilateral and bilateral organizations, academia, programme countries, civil society and the private sector to advance the MDG and post-2015 development agenda.
  • Contributing to shaping global economic development policy: strengthening the capacity of the global network of UNDP economists and, where appropriate, helping UNDP to strategic conferences, symposia, and workshops to draw on external expertise, advocate on key development issues, and contribute to global policy debates.
  • Enhancing coherence in key strategic policy areas: supporting coherence of strategic development policy work across UNDP.
  • Leading the Strategic Policy Unit: Leading a new Strategic Policy Unit.

The successful candidate will be able to demonstrate the following competencies and personal attributes:
  • Strategic vision: high level understanding of global economic trends and the opportunities and challenges they present for sustainable human development.
  • Leadership: proven intellectual leadership in economic development and a demonstrated understanding of the human development approach.
  • Rigorous analytics: ability to, undertake, oversee and guide research and analyze economic development issues within the broader framework of sustainable human development, including empowerment, human rights, and gender equity.
  • Communication: clear and convincing communicator of ideas in writing and in person, and ability to defend and explain difficult and complex issues with respect to key decisions and positions.
  • Sound management: the ability to develop the potential of individuals and teams through inspired, fair and respectful management.
  • Emotional intelligence: effective understanding of oneself and others and ability to relate well to other people.

Required Skills and Experience

Education:
  • Masters Degree in Economics or related relevant field
  • PhD in Economics or related relevant field (desirable)
Experience:
  • The successful candidate will have more than fifteen years of international economic development professional experience or other relevant experience in national/international organizations or academic or other relevant institutions, with a proven substantive (research and publications) track record.
  • Experience of working with developing regions is essential
Language:
  • Fluent in English, with fluency in at least one other UN language strongly desirable.
