<li>perform a wide variety of economic studies to evaluate policies affecting tax administration and taxpayer compliance and to define feasible alternatives, which involves analyzing long-range effectiveness and resulting recommendations.</li>
<li>provide senior management with analyses of problems for decisions, which must be made under condition of uncertainty, such as changes in the future economic and demographic environment or technology, or changes in managerial priorities.</li>
<li>prepare written narrative and/or briefing materials explaining the methodology used and supporting recommendations derived from the analyses, which may be presented to and used by the highest levels of IRS management in discussions with Treasury, OMB, GAO, and Congress.</li>

A. Bachelor&#8217;s or higher degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.  21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.  OR<br />
B. Combination of education and experience &#8211; courses equivalent to a major in economics as shown in A above, plus appropriate experience or additional education.</p>
<p>Examples of qualifying experience include (this list is not all inclusive):<br />
a. Individual economic research assignments requiring planning, information<br />
assembly, analysis and evaluation, conclusion and report preparation;<br />
b. Supervisory or project coordination assignments involving a staff ofprofessional economists, and requiring the evaluation and interpretation of economic information; or<br />
c. Teaching assignments in a college or university that included both classinstruction in economics subjects and include one of the following (1)personal research that produced evidence of results (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.</p>
<p>The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in economics.</p>
<p>In addition to the basic requirements for this position, applicants for the GS-14 level must have one year of specialized experience equivalent to the next lower grade in the Federal Government.  Specialized experience is experience that is related to this job and has equipped you with the competencies required for successful job<br />
performance.</p>
<p>Specialized experience for the Economist position is experience that demonstrates the applicant has an extensive knowledge of quantitative techniques to analyze and address complex and multidisciplinary issues pertaining to strategic planning, public policy, or public administration and to provide senior management with economic analysis of major issues , to extend and refine existing methodologies, and to develop new approaches to the analysis of assigned topics and to prepare policy options with the action plans to implement them; comprehensive knowledge of the advanced theories and concepts of management science and an associated level of skill to apply this knowledge to the evaluation and redesign of various programs.</p>
<p>Examples of qualifying specialized experience include:</p>
<ul>
<li>Initiating and conducting a wide variety of complex economic studies to evaluate policies affecting tax administration and taxpayer compliance and to define feasible alternatives &#8211; which involves analyzing long-range effectiveness associated with the issues and resulting recommendations.</li>
</ul>

<li>Designing and conducting research using an expert level knowledge of statistical and econometric modeling and data mining, especially discrete and limited dependent variable models.</li>

<li>Published research in professional journals, especially refereed publications.</li>

<li>Experience with credit scoring, modeling risk and predicting payment behavior for accounts receivable.</li>

<li>Analysis demonstrating extensive knowledge of SAS and other analytical software and experience working with large data warehouses.</li>

<p><strong>MAJOR DUTIES AND RESPONSIBILITIES:</strong></p>

<div>Manage new and ongoing quantitative projects and prepare and present findings to member clients</div>

<div>Undertake econometric modeling and economic research of the electroindustry and develop and maintain forecast models for electroindustry product sectors</div>

<div>Assist in production of monthly economic and industry outlook using vendor supplied national economic model</div>

<div>Contribute analytical content to the association’s magazine, blog, and other channels of distribution as assigned</div>

<p><strong>ESSENTIAL JOB SKILLS AND ABILITIES</strong></p>

Responsibilities include forecasting and analysis of macroeconomic topics, which may include the U.S. macro economy, state and metropolitan areas, or other major global macro or regional economies; writing analysis pieces may include real-time analysis and additional commentary for our live website, near-term analysis for monthly subscription products, longer-term analysis for special projects and consulting, and editing analysis contributed by other research staff. The senior economist also manages, constructs and updates forecast models and is responsible for one of our monthly forecast processes; manages and edits company publications; and presents to clients and other groups as well as establishing a close working relationship with clients. Additional responsibilities may include participation in contract consulting projects and managing customized client deliveries; and contributing to the development and production of new and existing products and indicators. A Senior Economist will supervise one or more Economists and/or Associate Economists, which includes training, day-to-day management of priorities, frequent feedback on work quality, and formal written and verbal performance evaluations. The job also includes occasional travel for client meetings and presentations.</p>
<p>Qualifications</p>
<p>Ph.D. (or ABD) in Economics and minimum seven years relevant experience, or a Master?s degree in Economics and ten years of relevant experience with economic analysis, either for U.S. macro, U.S. regional or international economics is required. Excellent academic record; in-depth research and econometric skills; excellent writing; presentation and interpersonal skills.</p>

<p>JOB DESCRIPTION:<br />
- The successful candidate will use their knowledge of economics to study and provide a report on the scientific and technical drivers for macroeconomic growth in China. This will include identifying industries and research that will be key to continued economic growth as well as any ties these sectors may have to PRC government entities or financing. Candidate must have the experience, skill, and discipline to work with minimal supervision.</p>
<p>- Final written output will be a document with detailed appendices on key findings. Verbal progress reports will be delivered to the customer on a recurring periodic basis and will, on occasion, include interim written products.</p>
<p>REQUIRED EDUCATION/SKILLS:<br />
- PhD in Economics.<br />
- Prior academic or intelligence community experience related to the PRC economy.<br />
- Mandarin language capability is required.</p>
