<p class="MsoNormal" style="margin-bottom: 15.8pt;line-height: 18.0pt;vertical-align: baseline"><span style="font-size: 9.5pt;font-family: 'Verdana','sans-serif';color: #454442">EPSCoR is a program designed to fulfill the NSF mandate to promote scientific progress nationwide. The EPSCoR program is directed at those jurisdictions that have historically received lesser amounts of NSF Research and Development (R&amp;D) funding. Twenty-five states, the Commonwealth of Puerto Rico and the U. S. Virgin Islands currently participate. Through this program, NSF establishes partnerships with government, higher education and industry that are designed to effect lasting improvements in a region/jurisdiction&#8217;s research infrastructure, R&amp;D capacity and hence, its national R&amp;D competitiveness.</span></p>

<li>Direct and oversee an economic program&#8217;s activities in researching, measuring, estimating, analyzing, and forecasting economic, employment, or labor market behavior, impacts, or trends using SAS. <li>Develop strategic and project plans to meet LMEA and Bureau of Labor Statistics (BLS) requirements. Coordinate the program&#8217;s activities with those of other internal programs and with other agencies, both state and federal. Monitor, track, and inform stakeholders of program schedule and progress toward finalization of deliverables. Recommend or initiate changes to activities and deliverables in response to unforeseen changes or unexpected results. Design performance measures and methods of communicating performance measures to executives, increasing efficiency, accuracy and usability. Use SAS (statistical software) to match multiple large databases ( e.g., AF Arrays, wage files, JAS, SKIES, New Hire-Emps) to produce performance measures for WorkFirst, WorkSource, Offender Employment Services, and produce reports for a variety of agencies and divisions. Oversee Agriculture reports.</li>
<li>Identify, define, and select issues for study, and develop research plans.&nbsp; Design and develop research methods and procedures, statistical techniques, and econometric models to collect, analyze, estimate, measure, and forecast data, trends, and impacts using SAS.</li>
<li>Apply and adapt spreadsheet, database, and SAS (statistical software package) to store, simulate, or evaluate economic data. Gather and input raw data to use in analyses, forecasts, and program activities. Extract and share data with customers according to their business needs. Per BLS or other guidelines, suppress protected information to maintain confidentiality.</li>
<li>Using software programs, mathematical models, descriptive and advanced inferential statistical techniques, and economic theory, principles, and techniques, analyze data and interpret results to produce estimates or projections, or identify economic or employment trends. Apply analysis and results to program area to identify policy or program issues. Identify, measure, and predict economic indicators based on trends. Conduct multiple database queries and multi-way cross matching for executive level program analysis.</li>
<li>Forecast economic variables and outcomes of multiple economic conditions using SAS. Use model evaluation techniques to test and improve forecasts using SAS. Forecast client caseloads using SAS.</li>
<li>On a project or continuing basis, supervise staff conducting economic research and analysis. Plan, assign, and review work of staff engaged in gathering, compiling, analyzing, reporting, and presenting economic, employment, or labor market data. Coach and mentor staff to higher levels of performance.</li>
<li>Prepare articles, reports, briefing papers, and other written materials about economic, employment, labor market, or public policy issues or study findings for use by federal, state, and local government, businesses, elected officials, the public, Workforce and Economic Development Councils, or other customers. Create summary tables, graphs, and charts to display statistical calculations and results from SAS.</li>
<li>Using word processing, spreadsheet, database, and SAS (statistical software), write narrative research reports or portions of reports describing data sets, analysis methodology, and study conclusions. Reports are based on descriptive and inferential statistical analyses, as well as additional related research or data, and include an interpretation of the data and how it applies to certain issues.</li>
<li>As a designated expert in economic analysis, provide to customers technical advice and information about economic, employment, or labor market data, forecasts, statistics, or study results. By customer request, independently plan and conduct studies and projects to research and analyze specific issues, impacts, trends, and cause-effect relationships using SAS.</li>
<li>Receive and evaluate oral and written requests and inquiries from customers. Decide the feasibility, including costs, of the study or project, and decide its priority. Develop research plan by identifying the issue(s) or need(s), data sources, statistical and analytical techniques, and reporting requirements using SAS. Develop forms, methods, or procedures to collect, measure, analyze, or forecast data, trends, or impacts using SAS. Gather, evaluate, manipulate, analyze, and format the data, and provide the results to the customer using SAS. Explain study data and their limitations, and the methodology used to get the data. <p>The World Bank Group serves 30 client countries in the Latin America and the Caribbean Region (LCR).  Clients range from large sophisticated middle income clients to IDA countries to small Caribbean states to one fragile state.  Despite immense resources, dynamic societies, and an average annual per capita income of about $4,000, deep inequalities persist in most LCR countries, with nearly a third of the Region&#8217;s people living in poverty.  The Bank&#8217;s strategy in LCR is focused on four pillars:  a) stimulating growth and improving competitiveness; b) reducing poverty and inequality; c) making governments and institutions work for people; and d) providing a platform for tackling global issues (climate change, trade, disease, migration).</p>
<p>The LCR Regional structure includes six Country Management Units (CMUs), three Sector Management Units (SMUs), an Operations Support Unit (OSU), and several regional units (Chief Economist’s Office, Resource Management, and External Relations).  CMUs are accountable for overall country programs, consistent with objectives articulated in the Country Partnership Strategy (CPS).  Based on work program agreements with the CMU, sector staff and teams in the SMUs are accountable for delivering and managing the portfolio of lending and non-lending products.  OSU brings together core services including quality assurance, procurement and financial management to enhance operational standards and to enable the Region to meet its fiduciary responsibilities.</p>

<p>Sector Focus and Organization</p>
<p>The Poverty Reduction and Economic Management Unit (LCSPR) of the Latin America and</p>
<p>Caribbean Region (LCR) is seeking an experienced Senior Economist to work with the Poverty and Gender Sector Group located at its headquarters in Washington D.C.</p>
<p>The overall mission of LCSPR is to assist LAC countries in developing and implementing strategies to reduce poverty and promote sustainable development through lending, advice and analytical work. LCSPR is divided into four sector groups: Poverty and Gender; Economic Policy; Private Sector and Finance and Public Sector, each led by a Sector Manager (SM) who reports to the LSCPR Sector Director.</p>
<p>The Poverty Reduction and Gender Group (LCSPP) helps countries reduce poverty, promote gender equity and expand opportunities, and also contributes to building institutional capacity for results focused national development strategies.  In particular, LCSPP provides analytical products, technical assistance, lending, and fee-based services around three broad interrelated strategic platforms:</p>
<p>•Diagnostics of poverty, inequality, mobility and opportunities through cutting edge analytical work and technical assistance support to our clients assess their progress in providing core economic and social opportunities for girls and boys and contribute to breaking the intergenerational cycle of poverty.</p>
<p>•Policies and interventions for poverty reduction and gender equity through analytic work, technical assistance and policy dialogue on labor markets and productivity, migration, equity of fiscal policy, and the distributional dimensions of structural reforms.</p>
<p>•Building capacity for evidence based decision-making through support for national and sub-national statistical capacity, high frequency monitoring instruments, monitoring and evaluation programs and instruments, and transparent and accountable institutional processes for poverty measurement.</p>
<p><strong>Duties and Accountabilities</strong></p>
<p>&nbsp;</p>
<p>•Participate and lead teams to provide knowledge advisory services (analytical work, technical assistance, capacity building) and best practice guidance in at least one of the following areas:</p>
<p>oDesigning and implementing poverty, mobility and inequality analytics as well as assessments of anti-poverty programs and strategies,</p>
<p>oExperience using and developing new and innovative technologies and economic approaches to monitor poverty trends and assess program impacts,</p>
<p>oExamining labor markets and jobs outcomes – with a focus on improving labor market opportunities and mobility for the poor and the near poor,</p>
<p>oUsing fiscal policies as an instrument to promote greater gender equity, equality of opportunities, poverty reduction and reduce vulnerability,</p>
<p>oBuilding statistical capacity to better monitor poverty and other critical social indicators, and</p>
<p>oExamining the constraints to gender equity particularly in access productive opportunities and assets.</p>
<p>•Advise country and sectoral teams on how to address poverty, labor market, M&amp;E, and gender issues in country assistance strategies, policy loans, operations, advisory services to client countries, and other country and regional analytic products.</p>
<p>•Support the development of regional public goods in statistical development, the LCR monitoring and evaluation network, and the human opportunity index.</p>
<p>•Provide guidance through peer reviews of Poverty Assessments, Opportunity Assessments, Country Economic Memorandum, Country Assistance Strategies (CASs), key policy operations, and other major analytic products.</p>
<p>•Understand clients’ needs and development challenges and be able to identify and deliver products that meet their needs and helps to generate demand for the Bank’s engagement in the above mentioned areas and others (including fee for services).</p>
<p><strong>Selection Criteria</strong></p>

<p>•A personal commitment to development and to fighting poverty and to reducing gender inequality;</p>

<p>•MA/MS in a relevant technical discipline (PhD preferred) and a minimum of 8 years relevant operational/practitioner experience</p>

<p>•Excellent quantitative and analytical background with a record of high quality analytical work in the areas outline above, publications in peer reviewed journals are desired; Ability to deliver high-quality policy relevant analytic and advisory products within tight deadlines and budgets;</p>

<p>•Experience with operational programs for poverty reduction, labor market policies, and gender equity, analytical work and if possible capacity building efforts.</p>

<p>•Superb interpersonal skills; ability to collaborate effectively with multi-disciplinary teams, governments, listen and integrate ideas from varied sources, NGOs and donors, while being diplomatic and sensitive to cultural, political and gender issues; respectful of views of others;</p>

<p>•Ability to work with staff from all levels and to mentor, coach and motivate more junior staff.</p>

<p class="MsoNormal" style="margin-bottom: 15.8pt;line-height: 18.0pt;vertical-align: baseline"><span style="font-size: 9.5pt;font-family: 'Verdana','sans-serif';color: #454442">The NSF is seeking candidates for the Program Director position(s) in the Experimental Programs to Stimulate Competitive Research (EPSCoR) within the Office of Integrative Activities (OIA), Office of the Director (OD), Arlington, VA.</span></p>
<p class="MsoNormal" style="margin-bottom: 15.8pt;line-height: 18.0pt;vertical-align: baseline"><span style="font-size: 9.5pt;font-family: 'Verdana','sans-serif';color: #454442">EPSCoR is a program designed to fulfill the NSF mandate to promote scientific progress nationwide. The EPSCoR program is directed at those jurisdictions that have historically received lesser amounts of NSF Research and Development (R&amp;D) funding. Twenty-five states, the Commonwealth of Puerto Rico and the U. S. Virgin Islands currently participate. Through this program, NSF establishes partnerships with government, higher education and industry that are designed to effect lasting improvements in a region/jurisdiction&#8217;s research infrastructure, R&amp;D capacity and hence, its national R&amp;D competitiveness.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt;line-height: 16.6pt;vertical-align: baseline"><strong><span style="font-size: 10.5pt;font-family: 'Verdana','sans-serif';color: #006da8">DUTIES:</span></strong></p>
